Although it is not a direct implementation announcement regarding TR to PR 2022, which many people have been waiting for, the main strategy to lay the groundwork for it was announced by Immigration Minister Sean Fraser on September 20, 2022.
Details of the strategy to expand permanent residency for foreign workers and international students based on Motion-44 passed by the House of Commons on May 11, 2022 can be found on the IRCC website.
The strategy involves 5 pillars to help temporary residents to become Canadian permanent residents:
Pillar 1: The government will use the existing immigration targets outlined in the 2022-2024 Immigration Levels Plan, which aims to invite 431,645 permanent residents this year, 447,055 next year, and 451,000 in 2024.
Pillar 2: EE system will be revised to allow IRCC to invite candidates who could meet labour market needs and regional economic priorities along with increasing Francophone immigration and in-Canada experience. CRS is expected to change to favour Canadian work experience and education, language proficiency, and a job offer.
Pillar 3: IRCC is planning to encourage the immigration of essential workers in high-demand occupations by adopting the National Occupational Classification (NOC) 2021, eliminating barriers for essential workers and improving pilot programs.
Pillar 4: IRCC is striving to increase French-speaking immigration outside Quebec and develop new programs to bring more talents to help municipalities. The government will keep supporting Provincial Nominee Programs.
Pillar 5: IRCC is going to increase the processing capacity by improving client experience and relevant technology to welcome new permanent residents as quickly as possible.
According to the above key strategy, it can be seen that the Canadian Experience Class (International Students and Temporary Workers) is not only favoured by TR to PR last year and this year (to be implemented) but also upcoming immigration programs by IRCC.
